In most Indian cities your supply comes off a feeder shared with a few neighbouring areas. When a transformer overheats in summer, the discom often switches areas off in turn to let it cool — so your neighbour's lights come back while yours go out. Complaining moves the cut; it doesn't end it. Knowing this changes what you should do.
